Abstract
This study encompasses two academic fields: the Law and Computer Science. The first portion of this thesis examines encryption export regulations. Litigious challenge to the Export Administration Regulations has shown that encryption regulation is constitutionally impermissible and violates both the First and Fourth Amendments. The second portion of this thesis examines legal research techniques with the goal of improving access to content. This is demonstrated through the construction of a prototype legal research web site, "LegalResearch.com".
